6PR host Liam Bartlett opposes change to frosted glass on balconies of Nedlands homes across from his property

Radio 6PR host Liam Bartlett is opposed to group homes opposite his house having clear glass on their balconies because he doesn’t want to look at their washing.

Owners of five terrace homes being built in Nedlands want a condition to have frosted glass on their balcony balustrades — to stop people looking into their houses — removed. The side of Bartlett’s house is opposite the houses, which are being built.

Mr Bartlett — who lives opposite the homes — has objected to the move saying he didn’t want to see the residents’ “bikes” or “washing” on the balconies.

Mr Bartlett told the council when the development was approved last year, they had negotiated the preservation of an “important tree” and the frosted glass.

“We were more than happy to see height to see density. To have four separate apartments opposite our house. To lose parking. To see more bins and less amenities,” he said.

Mr Bartlett said his house was elevated behind his wall and had four windows that looked out onto the property.

“I don’t know about you, but I’m not fond of looking out onto people’s balconies and their bikes and their washing or whatever else they want to stick up on their balcony or what they’re doing behind their balconies,” he said.

“That’s the reason we had this compromised position.”

Bartlett said the staff recommendation to allow clear glass was “beyond the pale”.

“I can’t understand why we paid rates for 29 years at that property. The first I hear about this is an email saying administration has recommended it,” he said.

The City of Nedlands approved the construction of five grouped homes, with one on the corner of a Nedlands street and the other four on the adjoining avenue, in May 2021.

Each was sold for $690,000 last year and are all currently under construction.

City staff have recommended the condition to use “either opaque material or frosted glass” be removed.

They said the “cone of vision” for the home on the corner block was confined to the street and it did not overlook any other residential property behind the street setback area.

“Passive surveillance from the balcony on to (the streetscape) is a positive outcome, as it is generally a good planning principle to promote safety through providing opportunities for ‘eyes on the street’,” staff said.

Staff said the application for the other four homes “satisfies all the relevant deemed-to-comply provisions” for visual privacy and reiterated “street surveillance is seen as a positive outcome.”

One of the homeowners, Geoffrey Nathan, spoke on behalf of himself and the owners of three other homes being built.

Mr Nathan said the condition for frosted glass was placed after they had bought their homes individually and all the sales material showed clear glass.

“The builders weren’t aware that this motion (to impose frosted glass) was coming through,” he said.

Mr Nathan said it was a “matter of aesthetics” but frosted glass would cut off their natural light and view of the street.

Staff estimated it would cost the city between $30,000 to $50,000 if the council refused to remove the condition and an owner took the matter to the State Administrative Tribunal.

The council is scheduled to vote on whether or not to remove the condition at its August 23 meeting.

Stripper Chad Satchell charged after roaming Perth’s King Street in ‘sexy’ SWAT uniform carrying gel blaster

A male exotic dancer who sparked chaos after shoppers spotted him carrying what appeared to be an assault rifle in the Perth CBD has been charged by police.

Police swarmed King Street about 2.40pm on Sunday after Chad Satchell allegedly flashed the tools of his trade on the way to work.

The Nollamara man stunned shoppers when he started roaming the street wearing a bulletproof vest and seemingly armed with a rifle.

Police pounced on the 31-year-old, later finding that Mr Satchell was in fact a stripper on his way to work.

It is believed Mr Satchell, the director of Fantasy Entertainment Australia, was performing the role of “sexy SWAT officer” for a party he was going to attend.

Police found that the assault rifle was in fact a gel blaster.

Police have charged Mr Satchell with possession of a prohibited weapon and being armed in a way that may cause fear.

It is alleged he placed the gel blaster gun, similar in design to an AR-15 assault rifle, on the ground next to him and put on a pair of boots and a black military style mesh vest with “SWAT” embossed on the back.

It led to several shoppers to call police, believing the firearm was real.

Gel blasters, which shoot water-filled gel pellets, have been prohibited in WA since July 2021 on the back of a rise of replica guns being smuggled into the State and converted into real weapons.

At the time, Police Minister Paul Papalia said police were unable to tell the difference between gel blasters and real guns out on the street.

Sorrento crash: Two men seriously injured after motorbike crashes in Toyota Kluger on Hepburn Avenue

A man is fighting for life after he and two others were injured in a fiery crash in Perth’s north after a motorbike collided with a Toyota Kluger, causing the vehicle to roll and burst into flames.

Two males, one a teenager, who were understood to have been on the motorbike were taken under priority conditions to Royal Perth Hospital. The man is in a critical condition and the male teenager has serious injuries.

The female driver of the Kluger, believed to be in her 40s, was taken to Joondalup Health Campus but is not understood to have life-threatening injuries.

Hepburn Avenue westbound between Howland Road and West Coast Drive was closed soon after the crash about 4.40am with emergency services still working to clear the scene.

Police were called out initially to what they believed was the rollover of the Toyota Kluger. But they soon established that what appeared to be a type of off-road motorcycle was also involved.

Stripper with gel blaster arrested over King Street gun scare

Shoppers on Perth’s King Street were left shocked and frightened after spotting a man roaming around with what appeared to be a dangerous assault rifle on Sunday afternoon.

But after police responded under emergency conditions, it appeared to be a case of mistaken identity — with it revealed the gunman was a male stripper on his way to work dressed as a sexy SWAT officer.

Police quickly confirmed the 31-year-old man was no real threat to the community and that his weapon was part of his adult entertainment work attire.

And it turned out he was committed to giving an authentic performance, as the weapon he was carrying was believed to be a gel blaster.

Gel blaster firearms are prohibited in WA.

A person caught in possession of a gel blaster can face maximum penalties of up to three years in prison or a $36,000 fine.

WA outlawed the weapons — which shoot water-filled gel pellets at 100m/second — in July last year following a rise of criminals smuggling the replica guns into the State and converting them into real ones.

At the time, Police Minister Paul Papalia said police were unable to tell the difference between gel blasters and real guns out on the street.

“It is a far too dangerous situation to tolerate any longer,” he said.

“When a police officer is responding to a call out, they will be assuming someone is in possession of a firearm.”

The surge of gel blasters became an issue for police who reported being confronted by the weapons almost 150 times in 2020.

The adult entertainer was taken into custody clad in his SWAT uniform and ballistic vest and the gel blaster was seized.

Police said the man was “assisting with the investigation” as the firearm undergoes an inspection to determine whether it is functional.

Several police units were deployed to the scene under emergency conditions and upon arrival a couple of minutes later a 31-year-old man was arrested without incident.

“The investigation into the functionality of the seized firearm and the circumstances surrounding it being carried in public is ongoing,” a WA Police spokesman said.

It has since been established there was no real threat to the community and the uniform the man was wearing was part of his adult entertainment work attire.

Even though police determined there was not a legitimate threat to the community, the force’s spokesman said it was an important reminder that there are consequences for flaunting realistic weapons in public and for owning prohibited weapons.

“The members of the public who called for police assistance had genuine concerns for their safety and the safety of others,” the spokesman said.

“The firearm in question looks very real and it would be very difficult for any member of the public to be able to determine whether it was in fact real or not.”

Police search for handbag thieves after three women targeted at East Victoria Park shopping center

Police are trying to track down some brazen thieves following a string of handbag burglaries at an East Victoria Park shopping center on Saturday.

Three women were targeted by the thieves throughout the afternoon, who snatched their handbags and purses while their backs were turned.

A woman in her 80s had her handbag stolen while she was unloading her shopping at about 2.00pm.

She was parked in a disability bay at the northern end of the shopping center on Albany Highway and placed her bag in the boot.

Two women approached the vehicle and stole the handbag.

Almost three hours later, a woman in her 30s realized her purse was missing after putting her shopping in the car at the same center. She initially went home, but returned to check whether it had been left in a trolley.

The purse was taken and the woman’s debit card had been used twice at a nearby bottle shop.

Swanbourne: Ginger Owl’s cacti ‘hacked down by vandals’ for second time in just over a year

A Perth cactus which has provided the backdrop for countless photos has been hacked down for the second time in little more than a year.

Staff at Swanbourne fashion boutique Ginger Owl vented their fury after the four-meter tall plant was damaged on Friday night.

“Our beautiful cactus has been targeted again… one year on but this time it’s worse,” a post from the business on Instagram read.

“Two low-life a**holes decided to hack, steal and vandalize our beautiful plant just after midnight (Friday).”

The cactus was planted over three years ago and at the time was barely one meter tall.

It has now quadrupled in size since then – and garnered quite the following.

“This cactus has become iconic. The love and attention it gets is unbelievable,” Ginger Owl’s post read.

“We have witnessed wedding parties in front of it, bloggers, brides and grooms, fashion labels, influencers and the general public.

“It was the perfect backdrop and specimen.”

Staff rounded out the post by saying the plant needed to be protected from “low-lifes” who think “they can hack an arm or two off it”.

It is understood that no official complaint has been made to the police. Ginger Owl management were sought for comment.

In July last year police were called to investigate after a thief was caught on camera carving off a large branch from the plant.

Police said a man got out of a car on North Street with a machete before getting to work.

“He just gets out a machete and he’s gone,” Senior Sergeant Peter Gilmour said at the time.

“In my time in the western suburbs I’ve investigated wildflowers and rose bushes being stolen, so it’s quite common here.”

Queensland child commission, advocates call for use of spit hoods on minors to be banned

The use of spit hoods on young people is “completely unacceptable and should be outlawed,” Queensland’s Family and Child Commission (QFCC) says.

Principal Commissioner Luke Twyford says there are a range of alternatives to the fabric hoods, which are put over a detainee’s head to prevent spitting or biting.

Mr Twyford’s remarks on ABC Radio Brisbane follow revelations Queensland police have used spit hoods on 20 young people in Queensland watch houses since 2015.

Yesterday a budget estimates hearing was told that the hoods were in use up until about seven months ago and there had been eight instances of use in the state since 2019.

Greens MP Michael Berkman asked Police Commissioner Katarina Carroll how many times spit hoods had been used.

Ms Carroll acknowledged that Queensland was one of the few jurisdictions where the hoods were still in use.

“We are looking at very closely working with the Children’s Commissioner to stop that use in the future,” she said.

“We are working closely with the Children’s Commissioner to look at other options.”

When asked what steps the government was taking to ban the use of spit hoods and restraint chairs, Police Minister Mark Ryan said the government needed to get the policy mix right in order to work with the operational requirements of the Queensland police.

“Certainly it would be the government’s view that we would work alongside the Police Service to ensure that they had appropriate use of force options which did not include spit hoods,” he said.

Ms Carroll confirmed spit hoods could be used inside watch houses in Queensland.

‘Dangerous and archaic’

Mr Twyford said all of Australia’s children commissioners had already written an open letter calling for the practice to be banned.

“We are working with the Queensland Police Commissioner there to ensure that they are not used,” he said.

“When a young person is in a heightened state, putting a bag over their head isn’t a sensible solution.”

Change the Record co-chair Cheryl Axleby said the idea that it was acceptable to put a bag over the head of a distressed child or adult was “cruel” and “archaic”.

She said the organization had called on the Queensland government and every other state and territory government to follow the lead of South Australia, where spit hoods have been outlawed.

“First Nations peoples are affected by discrimination at every point of the criminal justice system,” Ms Axleby said.

“This means Aboriginal and Torres Strait Islander peoples are at a greater risk of being subjected to the use of cruel and inhumane treatment like the use of spit hoods when in police or prison custody.

“In an era where we have world-class [personal protective equipment] there is absolutely no need for these dangerous and archaic devices.”

Northbridge stabbing: Man arrested over brutal Francis Street stabbing

A man is in custody after a brutal stabbing in Northbridge early Thursday morning.

Police say a 29-year-old man received serious injuries to his neck and face after he was attacked on Francis Street about 2.45am.

Police swarmed the area soon after, with several units deployed including detectives and canine officers. The street was cordoned off as officers combed the crime scene.

Shortly after, police found the alleged stabber — a man in his 20s — and he was taken into custody about 3.30am.

The victim was rushed under priority conditions to Royal Perth Hospital where he remains in hospital and is expected to undergo surgery.

Several police cars and detectives remain at the scene outside two clubs — Galaxy Lounge and Butterfly 73. A cordon is still in place with motorists unable to enter the street. Several bins and plastic containers can be seen strewn around the street outside the two clubs.

No charges have been laid and the man in custody is helping police with their inquiries.

Perth venues Gangemi’s Fine Wines & Food and the Comedy Lounge awarded City of Perth redevelopment grant

Two Perth businesses are sprucing up their shopfronts with help from the City of Perth.

West Perth’s Gangemi’s Fine Wines & Food and the Comedy Lounge on Murray Street are two of several Perth businesses which have been awarded City of Perth business improvement grants this financial year.

Gangemi’s owners Edward Johnson and Tobias Goyder-Ewan told Perth Now this week the $20,000 grant would go towards a major redevelopment of the well-known corner bottle shop and liquor store on Hay Street.

The duo said they believed their business was the first metropolitan standalone liquor store to trade in Perth, having been open since 1911.

The historic establishment will receive an interior facelift to turn it into an 80-person small bar with indoor dining, an alfresco area and European style charcuterie food on offer. Drinks will be served until 10pm.

The business will also build a coffee window which will be open from 7am.

“We have been liquor retail and wine retail and we’re going to be wine retail and liquor retail-focused with the addition of being able to sit down and have a glass of wine on top, and it extends that ‘try before you buy ‘ethos,” Mr Johnson said.

“We are changing it from just retail to being an on and off premise consumption and a place for the community.”

Mr Johnson said the grant would go towards paying for the “base build”, including the construction of toilets, amenities and access for people with a disability.

Re-development of the site is set to start as soon as next week, with the duo aiming to not close the store during construction and have the additions ready by October.

“You can have a chat to us, you can have a sit down, we can talk about the wine if people are interested in that,” Mr Johnson said.

“Or they can just have a place to hang out, eat some bread and cheese and have a glass of wine.”

In the CBD, the Comedy Lounge exterior and laneway is set for a facelift.

“Overall we expect the exterior improvements to increase Comedy Lounge’s public awareness and organic traffic,” business development and marketing director Jack McAllister said.

“It’s amazing how many people are unaware Perth has its very own purpose-built comedy club, so hopefully this will help get the word out there.”

The team behind the establishment are researching the possibility of installing 3D projectors which would display the venue’s line-ups and a promotional video.

Mr McAllister said designs were being drafted for the new laneway street art, which would include a portrait of the greatest comedians of all time.

“We’re in a great location where we get a lot of daily traffic passing the venue,” he said.

“It’s one aspect of advertising that we haven’t utilized yet — we want to be noticed as people pass our venue.

“First impressions count and at the moment the look of the building and laneway does not match the quality of entertainment we’re providing.

“The upgrades will help convey to customers that it’s a high-quality establishment with world-class live entertainment.”

Mr McAllister said the $12,950 grant would go towards the works but the upgrade would cost “significantly more”.

“The last few years for businesses have been a rollercoaster, so it’s good to know the government is showing its support,” he said.

“We haven’t made any significant or noticeable upgrades for about three years now, so we are well overdue for a makeover.

“All our recent major upgrades have been interior, which has been money well spent, but it’s time we improve the outside.”

Alkimos death: Brittany McCulloch charged with manslaughter of her partner Jordan Chas Caine

The partner of a 34-year-old Perth man found dead in the garage of his Alkimos home has been charged with his manslaughter.

Police will allege Jordan Chas Caine was killed sometime between Friday and early Saturday with his body discovered at the Minoan Way home just after 6am on Sunday.

Brittany McCulloch, who sources say was Mr Caine’s partner, was arrested at the time and has now been charged with unlawfully killing Mr Caine under such circumstances as not to constitute murder.

The 28-year-old woman appeared calm when she faced the Joondalup Magistrates Court on Tuesday and confirmed she understood her charge after a short pause when it was read out by the magistrate.

During the hearing, Ms McCulloch’s lawyer said she would not be making a bail application and asked to adjourn the matter for legal advice.

On Sunday, Deputy Police Commissioner Allan Adams said there was a “solid contingent” of homicide squad and local detectives working to determine the man’s cause of death.

“To those neighbors in the vicinity who have concerns, be assured that the police are taking this extremely seriously (which is) evidenced by the number of officers there and are very hopeful of coming to a resolution in the short term,” he said at the time.

Police said they were not looking for anyone else in relation to death and there was no threat to the community.

“There is a person helping police with their investigations but again, there’s still a fair bit of work to be done to determine exactly what’s occurred at that scene,” Mr Adams said.

Ms McCulloch will next appear at the Stirling Gardens Magistrates Court on September 14.
