North-west Brisbane transport woes could be solved by tunnel, bus network, study shows

The viability of a tunnel stretching nearly 12 kilometers from Bald Hills to Kedron and costing at least $9.5 billion is being investigated.

The six-lane tunnel, which would connect with the Airport Link, was part of the outcome of a $10 million federally-funded study undertaken over two years by Brisbane City Council.

It found northern Brisbane’s annual congestion and public transport crowding was costing $312 million per year.

That would rise to $538.5 million by 2031 and $859 million by 2041.

The study found significant community opposition towards any surface road or rail development through the North West Transport Corridor, which had been reserved by the state government since the 1980s.

Stretching from Carseldine to Alderley and including the Chermside Hills Reserve, the land was a “significant biodiversity corridor” likely to contain a number of observed threatened species, the study.

The North West Transport Network study investigated several underground alternatives, including a motorway and heavy rail option, as well as complementary above-ground bus and active transport solutions.

Bus network, another tunnel costed

Brisbane Civic Cabinet Chair for Infrastructure Andrew Wines said all levels of government needed to work together on transport solutions for Brisbane’s north.

“This study demonstrates that doing nothing isn’t an option,” Mr Wines said.

“Brisbane is the fastest growing capital city in the country and our northern neighbors in Moreton Bay are also growing quickly.

The study also assessed building a complementary Bus Rapid Transport system along Gympie Road from the Northern Busway at Kedron to Aspley at a cost of between $758 million and $1.1 billion.

A longer-term option of extending the underground motorway with an 11 kilometer tunnel from McDowall to Toowong by 2041 was also considered.

That tunnel was cost at between $7.8 billion and $11.5 billion.

Brisbane City Council Labor leader Jared Cassidy said Brisbane’s LNP council had announced a multi-billion dollar proposal “without saying when it will be funded”.

“It’s a bit rich for [Brisbane Mayor] Adrian Schrinner to put forward a multi-billion dollar proposal when his administration can’t even complete their own projects,” Mr Cassidy said.

“If this LNP administration can’t finish the North Brisbane Bikeway – how can it propose a multi-billion dollar plan for this North West motorway?

He said it was a proposal for a tolled tunnel.

“This is a backflip from the LNP,” he said.

“It is there in black and white – that the North West motorway will have tolled options considered.

“This plan is meant to be a missing link for the motorway network – but this council is missing the mark.”

Call for government cooperation

Mr Wines said the study had been sent to the federal and state governments, as well as Infrastructure Australia, for consideration.

“Clearly what has been put forward in this study is far beyond the means of local government,” he said.

“We are eager to talk further with the state and federal government about these proposals and hear about any other ideas they might have to deal with northern Brisbane’s transport needs.”

He said the study showed the economic cost of north Brisbane’s congestion would be $1.5 million a day within a decade which was “totally unacceptable”.

Biden surveys flood damage in Kentucky, pledges more US help

LOST CREEK, Ky. (AP) — President Joe Biden and first lady Jill Biden on Monday witnessed the damage from deadly and devastating storms that have resulted in the worst flooding in Kentucky’s history, as they visited the state to meet with families and first responders.

At least 37 people have died since last month’s deluge, which dropped 8 to 10-1/2 inches of rain in only 48 hours. Gov. Andy Beshear told Biden that authorities expect to add at least one other death to the total. The National Weather Service said Sunday that flooding remains a threatwarning of more thunderstorms through Thursday.

The president said the nation has an obligation to help all its people, declaring the federal government would provide support until residents were back on their feet. Behind him as he spoke was a single-story house that the storm had dislodged and then left littered on the ground, tilted sideways.

“We have the capacity to do this — it’s not like it’s beyond our control,” Biden said. “We’re staying until everybody’s back to where they were.”

In the summer heat and humidity, Biden’s button-down shirt was covered in sweat. Pacing with a microphone in his hand, he eschewed formal remarks as he pledged to return once the community was rebuilt.

“The bad news for you is I’m coming back, because I want to see it,” the president said.

The Bidens were greeted warmly by Beshear and his wife, Britainy, when they arrived in eastern Kentucky. They immediately drove to see devastation from the storms in Breathitt County, stopping at the site of where a school bus, carried by floodwaters, was crashed into a partially collapsed building.

Beshear said the flooding was “unlike anything we’ve ever seen” in the state and credited Biden with swiftly approving federal assistance.

He praised responders who “have moved heaven and earth to get where we are, what, about nine days from when this hit,” he said.

Attending a briefing on the flooding’s impact with first responders and recovery specialists at Marie Roberts Elementary School in Lost Creek, Biden told a delegation of Kentucky leaders that he would do whatever was necessary to help.

“I promise you, if it’s legal, we’ll do it,” he said. “And if it’s not legal, we’ll figure out how to change the law.”

The president emphasized that politics have no place in disaster response, noting his frequent political battles with Senate Republican Leader Mitch McConnell of Kentucky. “We battle all the times on issues,” Biden said, but in helping Kentuckians rebuild, “we’re all one team.”

Monday’s trip is Biden’s second to the state since taking office last year. I have previously visited in December after tornadoes whipped through Kentucky, killing 77 people and leaving a trail of destruction.

“I wish I could tell you why we keep getting hit here in Kentucky,” Beshear said recently. “I wish I could tell you why areas where people may not have much continue to get hit and lose everything. I can’t give you the why, but I know what we do in response to it. And the answer is everything we can. These are our people. Let’s make sure we help them out.”

Biden has expanded federal disaster assistance to Kentucky, ensuring the federal government will cover the full cost of debris removal and other emergency measures.

White House press secretary Karine Jean-Pierre said the Federal Emergency Management Agency has provided more than $3.1 million in relief funds, and hundreds of rescue personnel have been deployed to help.

“The floods in Kentucky and extreme weather all around the country are yet another reminder of the intensifying and accelerating impacts of climate change and the urgent need to invest in making our communities more resilient to it,” she said.

The flooding came just one month after Kentucky’s governor visited Mayfield to celebrate the completion of the first houses to be fully constructed since a tornado nearly wiped out the town. Three families were handed keys to their new homes that day, and the governor in his remarks heard him back to a visit he had made in the immediate aftermath.

Now more disasters are testing the state. Beshear has been to eastern Kentucky as many times as weather permitted since the flooding began. He’s had daily news conferences that stretched to an hour in order to provide details and a full range of assistance for victims.

A Democrat, Beshear narrowly defeated a Republican incumbent in 2019, and he’s seeking a second term in 2023.

Polling has shown him consistently with strong approval ratings from Kentuckians. But several prominent Republicans have entered the governor’s race, taking turns pounding the governor for his aggressive pandemic response and trying to tie him to Biden and rising inflation.

Beshear comments frequently about the toll surging inflation is taking in eating at Kentuckians’ budgets. He has avoided blaming the president, instead pointing to the Russian invasion of Ukraine and supply chain bottlenecks as contributors to rising consumer costs.

Google outage: Explosion at data center injures three electricians

Google suffered a global outage today while an explosion at a data center in the United States left multiple staff injured.

Three electricians were critically injured after an “electrical incident” at the data center in Council Bluffs, in the US state of Iowa, local police and Google told news site SF Gate.

The accident unfolded at about midday Monday (local time) while the electricians were working on a substation near the data center buildings.

All three suffered significant burns after an electrical explosion, the publication reported.

The incident coincided with a major global outage, with users across the world complaining about the search engine going down.

Many users received an error message when they attempted to search.

People in the US, UK, Australia and Singapore reported issues, according to DownDetector.

It was not immediately clear whether the outage was linked to the explosion.

“We are aware of an electrical incident that took place today at Google’s data center in Council Bluffs, Iowa, injuring three people onsite who are now being treated,” a Google spokesman told SF Gate.

“The health and safety of all workers is our absolute top priority, and we are working closely with partners and local authorities to thoroughly investigate the situation and provide assistance as needed.”

One of the injured electricians was flown to Nebraska Medical Center, while the other two were taken by ambulance, the publication reported.

They were all conscious and breathing at the time.

The affected data centre, which opened in 2009, is one of Google’s largest.

It is one of 14 in the United states, with there 23 around the world.

In addition to collecting skins, players also get to complete various challenges that also unlock cosmetics. Considering this is a limited-time event, players won’t be able to obtain the event-exclusive cosmetics after it wraps up. Players can only purchase old event-exclusive skins if their respective events roll out in Overwatch eleven again. Alternatively, Blizzard can also decide to re-introduce past cosmetics in a different seasonal event, giving players a second chance at obtaining skins they missed out on.

Isaiah Papali’i contract situation with Wests Tigers no closer to resolution

Parramatta backrower Isaiah Papali’i said he will likely wait until the off-season to confirm whether or not he will join the Wests Tigers for 2023, in the latest example of the NRL’s farcical transfer situation.

The 23-year-old signed with the Tigers late last year, with his future seemingly settled well in advance of Parramatta’s 2022 campaign – instead, the situation has lingered on for months.

Papali’i himself said that the sacking of Michael Maguire had given him cold feet on the deal, which will lock him in at Concord until the end of 2025.

“It was the coaching axing that went on. When I did sign it was talking to Madge, and he’s an awesome coach,” Papali’i told Nine News.

“It kind of rattled the cage a bit… I guess that was a massive factor for me.”

Papali’i is one of two massive signings – along with Penrith’s Api Koroisau – that could be absolutely transformative for the Tigers.

Both are among the best players in the world in their respective positions and although the Penrith hooker is now in his thirties, Papali’i will likely have close to a decade of footy ahead of him.

But while Tigers fans should be pumping their fists every time the young forward does something good – which is often – they will now have to wait and see whether he comes at all.

Papali’i said that he would make a call on the deal “somewhere in the off-season” – which begs the question, why even have contracts?

It would be utterly bizarre to see players in other sports remain at a club for 12 to 18 months after signing elsewhere, and yet it’s commonplace in the NRL – and much like the Matt Burton soap opera last year, this is a tiresome story that won ‘t go away, with the man himself acknowledging the “massive run” ahead of the Eels to try and make the top four, and possibly win a premiership.

“We have a massive opportunity and I don’t want to leave any stone unturned this year,” he said.

Who can blame him for having second thoughts? The Tigers, even by their standards, have had a disastrous season, while other Eels players will no doubt be in Papali’i’s ear every day, begging him to stay.

Given the contract laws were changed a couple of years ago, the player has very little leverage – unless there was a contract clause relating to Maguire being part of the club in 2023.

But just like with Burton, fans of his current club are expecting the new club to acquiesce, and void the deal.

“People ask me about it, just even on the street – or family and friends are hitting me up – but that’s kind of for my manager to look after,” Papali’i said.

“Even if I don’t stay here, or I do go next year, I want to make sure that this year has no regrets.”

Presumably, there’s one way that Papali’i could ensure that the saga doesn’t remain “a distraction”, which to many is the worst thing an athlete can do in a team sport – and that’s to say he’ll honor the deal he signed.

Which, if you look at other quotes from Monday – he apparently did – telling The Sydney Morning Herald that he was “looking forward to working” with his new club.

Given both of those quotes came directly from the player, it’s hard to work out what the real story is – but the only thing that’s certain is that this will keep happening until a new contract system is put forward.

WA COVID hospital rules ease as state passes Omicron peak

Mandatory COVID testing of visitors to WA hospitals will soon be scrapped, as the state begins scaling back pandemic protocols and returning health staff to other clinical duties.

The state government has released its plan to shift into a “new phase of pandemic response”, which will begin on August 15, and see the state’s protocols shift from a red alert level to blue.

It will see reduced screening requirements to enter hospitals, targeted testing, and changing mask rules for hospital staff.

“In a time when WA has passed its most recent peak of COVID-19, it makes sense to take practical, reasonable measures to free up some burdens,” health minister Amber-Jade Sanderson said.

WA recorded 2,965 new COVID infections on Tuesday, with 358 people in hospital and 11 in intensive care.

The state’s caseload has been trending downwards for weeks after passing a winter peak last month.

Key changes implemented as part of the blue alert level include extending visiting hours, and asymptomatic visitors no longer being required to produce a negative RAT unless visiting high-risk areas or vulnerable patients.

Visitors to hospitals will still need to be vaccinated, or have proof of an exemption, but staff will only be conducting spot checks.

“This is a measured approach to scaling back the COVID response in hospitals, which has been endorsed by the Chief Health Officer, and expert infection control teams from the WA health system,” Ms Sanderson said.

“This is, of course, balanced appropriately with the need to protect our staff, and our most vulnerable patients from serious illness.”

The scaling back of COVID measures comes after WA broke new records in ambulance ramping last month.

Ambulances were parked outside hospitals waiting to transfer patients for 6,983 hours throughout July.

Some COVID measures will remain in place at hospitals, including the two visitors per patient rule, testing of symptomatic patients presenting in emergency departments and for elective surgeries.

All staff will also still need to wear at least a surgical mask, but those working in high-risk areas or caring for vulnerable patients will need to wear particulate filter respirator masks.

Airplane etiquette: Aussie traveler calls out ‘ballsy’ plane act during recent flight

Let’s face it – the middle seat on a plane is the absolute pits and having to put up with fellow passengers making it even worse is just not right.

our own Shelly Horton recently smoked about how she was “so squished” in the middle seat on a flight that she called for a “refresh on air travel etiquette”.

And now another Aussie traveler has shared their frustration at a “ballsy” plane act she experienced on a flight to Melbourne.

“My Syd to Mel flight just now. She’s in the aisle seat,” the woman wrote in a post on Redditsharing a photo showing herself sitting in the dreaded middle seat.

“She pushed my arm off the armrest and plopped her feet in my space. The middle seat already sucks enough,” she added.

The image was flooded with hundreds of comments, including some people suggesting a host of passive aggressive solutions.

“Say you’re going to the toilet, she will uncross her legs, stick both legs on that side to block her,” one person said – this one received plenty of praise from fellow Redditors.

“Window gets an armrest and a wall. Middle gets two armrests. Aisle gets an armrest and a little bit of extra leg. We’re not animals! We live in a society,” another person fumed.

A few pointed out that there was no reason for the anger, as she should have just asked the traveler to move her feet.

To which the original poster responded: “I politely asked her to move her leg and she did, I also got my armrest back. I just thought it was awfully ballsy of her to push my arm off and put her foot in my space in the first place.”

Not enough legroom

It comes as almost on the same day, another traveler from the US shared a photo of someone’s feet encroaching on her space on another flight.

“On my flight. Can you like not?” the woman, from Baltimore, posted alongside another photo on Reddit.

Despite many people agreeing that she had every right to step on the person’s feet, many also pointed out how many people with long legs struggle on flights.

“There is no fricking legroom on plans anymore. If you just put your feet in front of you where they should go, you would not even notice,” one person commented.

The woman however did hit back saying that if her “6 foot 4 inches tall husband managed to do it without annoying other people” then this person could too.

“I actually started very lightly knocking the person’s feet with mine. Like a very gentle ‘oops, I’m not sure what’s below my feet’ kind of way,” she added.

“Just mildly frustrating that it kept happening like every 15 minutes throughout the flight.”

For the beginning of August 2022, you’re listening to The Wrap, Australia’s fastest technology roundup, and as we’re now officially into the back half of the year, we can start thinking about phones and TVs and all the stuff that normally comes with it.

August is basically the time where you’ll want to really consider whether that iPhone or Samsung or Pixel purchase is worth making, because between August and October, any number of gadgets named like that could pop up.

To put it into perspective in less than the time it takes to order and drink your cup coffee – which is what this show is all about – if you’re considering buying a new Pixel, maybe wait until after October, which is when the new model is expected. And if you’re thinking of buying a new iPhone or Apple Watch, new models are expected some time between September and October, so buying now mightn’t be a great idea.

And if you thought a Samsung Galaxy phone or watch was on the cards right now, just wait a bit, because come next week, there will likely be new models to look out for.

Before then, there’s plenty of stuff to get into, which we’re getting stuck in right now.

Starting with Samsung’s other news for the week, and it has to do with a technology it has been out of for a while: OLED TVs. Samsung is back with them, after nearly a decade.

If you’ve been looking for a TV, you might have seen Samsung’s QLED range, which are LED-backlit TVs with quantum dots to enhance the color. They’re bright, shiny, and really suited for well-lit rooms, but they lack the natural vibrance of an OLED TV, with organic light emitting diodes the territory for LG.

But not anymore, as Samsung returns to OLED TVs with the S95, a model that will see a 55 and 65 inch option, and basically give LG a bit of a fight it has largely been left to play in by itself. Sony and Hisense also have OLED TVs, but they’re actually just LG panels, whereas what Samsung is making, its Quantum Dot “QD-OLED”, will be made by Samsung. They won’t be cheap, but they will be popping up shortly.

Also set to pop up shortly is a new breed of Laser TV, as Hisense teams up with legendary camera maker Leica for something very soon. We’re not expecting the Leica Cine 1 to be cheap, but given it comes with the Leica name, you probably already expected that.

While we’re waiting for those new phones from Google and Apple and Samsung, Asus and Motorola have been busy making mobiles for now.

Asus has launched something compact and hand-sized in the Zenfone 9, a 5.9 inch phone which might not sound small, but is, especially when you compare it to what’s out there.

The regular-sized iPhone 13 is 6.1 inches while the iPhone 13 Mini is 5.4 inches. Close to the middle of each of these, the Asus ZenFone 9 is a fairly small Android phone, which these days is becoming rarer. We’d say the Samsung Flip is probably the smallest, which in last year’s Flip 3 was a 6.7 inch phone that folded smaller.

The Zenfone 9 is almost a full inch smaller in size and arrives with two cameras, as opposed to the usual minimum of three you might expect. However, it also comes spec’d for performance, with the latest Snapdragon chip, 5G, WiFi, and a 120Hz screen.

No price on it just yet, though it does look like Australians will see it as a new flagship option.

A little below that, there’s what’s happening in the mid-range, and we’re checking out a recent Motorola for that.

There are a few recent Motorola models, the Moto G82 5G is the model we’re looking at, a $499 phone that also offers 5G, a 120Hz screen, and a few cameras, which already seems like it nails a value.

On paper, it sure does, and in practice, it’s not bad, either. While the cameras could be a lot better, the battery can hit one full day at a minimum or push out to two if you need to. We actually hit forty eight hours.

We do wish the cameras were improved, but if you don’t need the best cameras in the world, the Moto G82 5G is a value pitch worth considering.

And while we’re talking pitch, let’s talk about a pair of earphones quickly, the Technics AZ60. They’re from the Panasonic-owned Technics brand, and basically an almost four hundred dollar approach to wireless sound which is quite good.

The sound is well rounded, leaning more to balanced than warm, and the comfort is strong, too, from a pair of truly wireless earphones that looks nothing like the AirPods.

The noise cancellation isn’t bad, either, though it doesn’t rank among the best we’ve heard. In in-ears, you’ll want to look at the Sony WF-1000XM4 and Sennheiser Momentum True 3 for that.

They also miss out on wireless charging, something you can find for much lower, and the Technics app needs work, but if you find the AZ60 for below $300, they could just make a great play for someone interested in a portable audio upgrade with some classic brand name connection.

Technics still makes record players, and it appears they also do a decent pair of truly wireless noise canceling earphones, too.

No way Daniel Ricciardo can continue at McLaren, says Alan Jones

Alan Jones started 116 Formula 1 races between 1975-1986, winning 12 times. He was the 1980 world champion.

I’ve said so many times that one of the things I love about Formula 1 is the fact there’s often more intrigue and action off the track than on it, and the last week has certainly proved that to be the case, and we’ve got Aussies right in the thick of it.

There’s still no official confirmation about who drives where in 2023, but one thing’s certain: Daniel Ricciardo won’t be at McLaren. There’s no way in the wide world that’s going to happen.

Every now and again a driver comes along who wins everything he puts his backside into, and that’s Oscar Piastri.

McLaren are taking a bit of a risk with him, given he’s never driven an F1 race, but he’s done a heap of time in the simulator, and also in last year’s Alpine car. He’s even driven McLaren’s simulator, because he’s one of their reserve drivers for this year, so McLaren have some idea what they’re getting. They’re not fools.

That said, Oscar’s taking a bit of a risk, there’s no doubt about that. Lando Norris is a bloody good driver, so Piastri is going to have to bring his A Game pretty much from day one to match him. And because of the controversy and the way it’s played out, Oscar is going to have to be on the pace straight away.

If he’s half a second slower than Lando, you can bet your life all the couch cowboys will be ready to jump on him and criticize him. It’s going to make for fascinating viewing.

It’s a big ask for Oscar, but you look at what happened when George Russell filled in for one race at Mercedes when Lewis Hamilton had COVID-19 in 2020. Russell had the race lead, and it was only a botched pitstop and bad luck that denied him a podium or possibly a win.

If you’ve got it, you’ve got it, and that’s what everyone is saying about Oscar. I just hope he’s not reading too much of his press from him, because it can go to your head.

The way it’s unfolded is something completely new, they’re having a major fight over somebody they’re hoping will turn into a great Formula 1 driver. All the signs point to the fact he will be, but until you’ve actually started a race there’s a little bit of a question mark.

At least when Jordan and Benetton were fighting over Michael Schumacher all those years ago he’d done one race. Interestingly, Flavio Briatore was behind that move, and I reckon his fingerprints from him are all over this as well. Do not forget he still manages Fernando Alonso, and he looked after Oscar’s manager Mark Webber during his career.

Oscar’s statement saying he wouldn’t be racing for Alpine showed he’s got no shortage of confidence. For a rookie to so publicly turn down the team, it makes me pretty confident he’s already done a deal at McLaren.

You wouldn’t come out and say what he did if you didn’t have somewhere to go, it would be suicide otherwise. It 100 per cent confirms to me that he’s going to be in a McLaren next year.

Which leaves Daniel.

With all due to respect to him, and I like Daniel very much and rate him highly as a racing driver, someone who can fight wheel-to-wheel and make passes, there comes a time when saying you’re having difficulty adapting to the car washes a bit thin.

At the end of the day, if you’re a good racing driver you have to adapt to the car you’ve got. All cars are a little bit different and good drivers adapt to them.

In Formula 1 the first person you have to beat is your teammate, and the biggest problem for Daniel is Lando. There’s no point pulling into the pits and telling your engineer that the car is a piece of shit, and he responds by telling you your teammate is a second quicker.

That really takes the wind out of your sails a little bit.

Where he ends up is anyone’s guess. I hope he doesn’t consider Williams for 2023, that would just be a complete disaster, I couldn’t see a future there at all.

Going back to Alpine would be OK, because they’re improving all the time and there’s a completely different management structure to what was there when Daniel drove for the team in 2019-2020, so he wouldn’t be walking back into a hostile situation . It would be a new environment.

He could even leave Formula 1 altogether. He’s got a house in Los Angeles, he loves America, so IndyCar is definitely an option for him. The money’s good, not as good as Formula 1, but certainly good, and the racing is competitive.

All the cars are pretty much identical except for the engines, and even the different engines have roughly the same horsepower. It’s a good category where driver talent means a lot.

What the whole thing shows is the driver contracts mean very little in Formula 1. They never have. Drivers have walked out or been fired when they’ve got a contract, it’s been going on forever. In 1977 I signed a contract to race for Ferrari, then they went out and signed Gilles Villeneuve. I may as well have used the contract to wipe my ass, it was worthless.

Daniel’s situation means McLaren are probably saying to Piastri that we can whack you in the car, but we can’t pay you an enormous amount of money next year, because we’re going to have to pay Daniel’s contract out.

If they have to pay Daniel $15-$20 million, they might just tell Piastri that he’ll be getting peanuts in 2023, but they can upgrade that in future years.

It’s a shame that it’s two Australians fighting over the same seat, but Mark and Oscar aren’t knifing Daniel or anything like that. It’s not personal. Mark and Oscar are just doing what’s best for Oscar. Formula 1 is the absolute elite of motor racing, and you do what you have to do. You take no prisoners.

That said, I’m sure there’ll be some fans getting stuck into Oscar in Melbourne next year for taking Daniel’s spot. There’s always going to be that element, the poor petals hiding in their mother’s basement who’ve never done anything except criticize from behind their keyboards.

At the end of the day if Oscar goes well, they’ll be the first to come out and say, ‘Good move, I always thought that was the right thing to do.’

The genuine fans know that Mark and Oscar have done nothing that any other driver wouldn’t have done, nationality has nothing to do with it.

One thing’s for sure, it’s going to make for a fascinating second half of the season.
