Inflation Reduction Act extends $7,500 tax credit for electric cars

A federal tax break that’s available to car buyers for going electric may work differently starting next year.

Under the Inflation Reduction Act — which received Senate approval on Sunday and is expected to clear the House this week — a tax credit worth up to $7,500 for buyers of new all-electric cars and hybrid plug-ins would be extended through 2032. The bill would also create a separate tax credit worth a maximum $4,000 for used versions of these vehicles.

Yet the measure would also usher in new limits to both who can qualify for the credit and which vehicles are eligible for it.

The tax credit has ‘price and income restrictions’

“First, in order to qualify, there are price and income restrictions,” said Seth Goldstein, a senior equity analyst at Morningstar.

For new vehicles, the manufacturer’s suggested retail price for sedans would need to be below $55,000 to be eligible for the tax credit. For SUVs, trucks and vans, that price cap would be $80,000.

Additionally, the credit would be unavailable to single tax filers with modified adjusted gross income above $150,000. For married couples filing jointly, that income limit would be $300,000, and for individuals who file as head of household, $225,000.

“What we’ve seen is that many [electric vehicles] are luxury cars,” Goldstein said. “And buyers of those are in higher income brackets, so that limits right away the ability to qualify for the tax credit.”

For used electric vehicles to qualify, the car would need to be at least two model years old, among other restrictions. The credit would be worth either $4,000 or 30% of the car’s price — whichever is less — and the price cap would be $25,000.

Those purchases also would come with income caps: Individual tax filers with income above $75,000 would be ineligible for the credit. That cap would be $150,000 for joint filers and $112,500 for heads of household.

Another determining factor for whether a vehicle would qualify for a full or partial credit (or neither) include a requirement that the final assembly of the car would need to be in North America. Additional qualifiers include limitations on where key materials for batteries can come from and a mandate that a specified portion of battery components must be manufactured or assembled in North America.

“It’s designed to encourage domestic production in North America,” said Scott Cockerham, an attorney and partner at Orrick.

Many electric vehicles may not qualify for the credit

However, it could be difficult for cars to qualify, he said, depending on where they source their materials and where they complete the manufacturing process. The Alliance for Automotive Innovation has warned that many electric vehicles will be ineligible for the credit right off the bat.

Additionally, another change in the legislation would allow a car buyer who qualifies for the tax credit to transfer it to the dealership, which could then lower the price of the car.

Meanwhile, another modification included in the bill is good news for some electric vehicle manufacturers.

Basically, the existing $7,500 credit was authorized in 2008 and 2009 legislation with the intention of spurring adoption of electric cars. Part of that included a phase-out of the tax credit once a manufacturer reached 200,000 of the vehicles sold.

Tesla hit that threshold in 2018, which means their electric cars currently do not qualify for the tax credit. General Motors is in the same position. Toyota (including its Lexus brand) also has now crossed that threshold, and its electric cars are scheduled to be ineligible for the tax credit after a phaseout of it ends in September 2023.

The congressional measure would eliminate that 200,000 sales cap, making their electric cars again eligible for the credit — at least based on that sales-threshold removal.

The Yamaha TW-E7B headphones pick up the company’s custom ANC technology that were present on its predecessor. Unlike most in-ear headphones that produce suppressed audio when filtering out noises, Yamaha claims its technology only outputs untouched music signals, thus creating better sound. Yamaha doubles it down by enabling the Listening Care feature that intelligently balances the music volume with the aid of these ANC microphones.

Yamaha’s TW-E7B are IPX5 water resistance and come with circular and larger bud shaped as opposed to the rounded shape of the older earbuds. What’s new also is the physical volume locker present on the right side paired with a single function key on the left. Gamers can also take advantage of the low latency mode that you can be accessed through three presses on the lower volume key. Moreover, the latest buds now utilize large 10mm sound drivers.

In terms of audio codecs, Yamaha has kept the aptX Adaptive along with AAC and SBC. However, the TW-E7B wireless earbuds now use newer Bluetooth 5.2 connectivity and Google’s fast pair mode. Both Siri and Google Assistant voice command features are supported while equalizer presets are available through the Yamaha mobile app.

Battery life on the in-ear noise canceling earbuds is a downgrade from the TW-E7A. The new battery rating is only 22 hours using the charging, which is 6 hours shorter than the original.

Yamaha has listed the TW-E7B for price of $280 with color options of beige, dark blue, black, and white. You can already order the earbuds through Amazon. We will yet find out if Yamaha will release the TW-E7B on other markets. On the other hand, the non-ANC TW-E5B model is $20 cheaper from Amazon.

4. Tex’s hidden agenda is revealed

Tex and Rose are loved-up as they return from a trip to the city. Xander is concerned that Rose is moving too quickly with Tex, especially as she still clearly has strong feelings for Cash.

Xander is right to be worried, as Tex snoops around the gym and steals a photo of Mia and Ari. Tex then heads to see a group of bikies, who greet him with familiarity.

When Tex hands over the picture of Mia and Ari, he’s congratulated for tracking down the person who stole money from the gang.

5. Ziggy receives good news

Ziggy is told that she can supervise Theo’s apprenticeship now that Justin has been banned. Ziggy is keen to make sure that she can juggle the responsibility and that Theo is committed enough to the apprenticeship.

Theo is impressed by Ziggy’s obvious commitment to his studies as she officially takes over Justin’s duties.

6. Nikau pulls out of the awards ceremony

Naomi dismisses Nikau’s long-distance relationship with Bella, claiming that their own connection could be something special if he gave up on waiting for his girlfriend’s return.

8. Chloe becomes overwhelmed

Chloe is unaware of the danger she could be in as Tex watches her from afar. Tex’s detective work leads him to discover that Chloe is Ari’s stepdaughter.

This coincides with Chloe pushing herself too hard with her two jobs at the Diner and the gym. Chloe is barely eating or sleeping and things come to a head when she accidentally misses a shift at the Diner.

9. Chloe gets fired

With Chloe refusing to choose between either job, Irene and Leah make a decision to fire her. Irene and Leah believe they’re taking a ‘tough love’ approach, advising Chloe to use her new-found free time to pursue her ambitions for her as a businesswoman.

Chloe is ultimately relieved as Irene and Leah encourage her to work full-time at the gym, pointing out that it’ll be a great opportunity for her.

10. Tane receives a threat

Tane is confused when he finds the missing photo of Mia and Ari on his car.

The picture now has a threatening note attached, which reads: “Your brother stole our money. We want it back.” Tane becomes concerned as it’s clear that a new drama awaits for the Parata family.

Five Things to Know before FedEx St. Jude Championship

Rory McIlroy is sixth in the FedExCup and coming off a break following his third-place finish in The Open. Most players would be thrilled to have played so well in the majors. In addition to contending at St. Andrews, where he held the 54-hole lead but couldn’t buy a putt in the final round and was passed by Smith, McIlroy was second at the Masters, eighth at the PGA Championship and T5 at the USOpen. No player has ever successfully defended his FedExCup title, but with a TOUR-leading 10 top-10 finishes this season, including a victory with partner Xander Schauffele at the Zurich Classic of New Orleans , Cantlay is in the mix to do just that. If he gets hot like he did last summer, watch out. He’ll also be looking for his first individual victory of the season.

Tony Finau, who won the 3M Open and Rocket Mortgage Classic, will look to make it three wins in three starts this week. That would make him the hottest player since Scheffler won four times in six starts in the spring. Also, Finau has unfinished business at TPC Southwind, where he admittedly hasn’t played well – his best is a T27 in 2019.

Then there’s Collin Morikawa, who’s looking to win in the Playoffs to avoid the first winless season of his career. Former Wake Forest teammates Cameron Young and Will Zalatoris also will be looking to nab a win before season’s end. Each is seeking his maiden victory after knocking on the door multiple times this season, including close calls at the majors.

Scheffler (Masters), Smith (The Open), Justin Thomas (PGA Championship) and Matt Fitzpatrick (US Open) would love to cap their major-winning campaigns with the FedExCup.

3. AWARD SEASON

In case you were wondering, yes, Joohyung “Tom” Kim, who opened with a quadruple bogey and closed with a 9-under 61 to win the Wyndham Championship – by a gaudy five shots, no less – is eligible for the 2022 Arnold Palmer Award as PGA TOUR Rookie of the Year.

That makes five rookies in the top 40 of the FedExCup standings — Cameron Young (No. 9), Davis Riley (No. 23), Tom Kim (No. 34), Mito Pereira (No. 38) and Sahith Theegala (No. 39) – and a tight race for top rookie honors.

“Yeah, I still can’t really wrap my head around just what happened,” Kim said Tuesday in Memphis. “It’s been – it’s been a crazy month. Start of July I was planning on trying to get my card through Korn Ferry (Tour) Finals and now one month later I’m a PGA TOUR winner.”

With seven top-3s, including a runner-up to Cameron Smith at The Open and a T3 at the PGA Championship, Young is believed to be the frontrunner. That would be fitting: Will Zalatoris, who was one year ahead of Young at Wake Forest, won the honor last season. While nabbing the award out of Young’s hands would be a tough task, the strong fields of the FedExCup Playoffs make it possible, as a win or even high finishes in all three would surely make a statement to a player’s peers, who are the voters for the award.

The Playoffs will also bring clarity to the Player of the Year race. Scheffler is the favorite, of course, but Smith could surpass him with a strong sprint to the finish. Same for Thomas and Fitzpatrick, who’d have a strong case if they had both a major and the FedExCup on their CV.

4. CUP CALL

Players have this week and next to automatically make the US Presidents Cup Team that will take on the International Team at Charlotte’s Quail Hollow Club on Sept. 22-25.

It’s not an easy task; only six players will make it on points after next week’s BMW Championship, the second event of the FedExCup Playoffs. After that, US Captain Davis Love III will make his six picks the day after the TOUR Championship, Aug. 29.

Scottie Scheffler, Patrick Cantlay, Sam Burns, Xander Schauffele and Justin Thomas occupy the top five spots in the standings and would seem to be a lock.

Tony Finau won the 3M Open and Rocket Mortgage Classic to move into the sixth position and has said he wants to make the team on points, not as a captain’s pick.

The next six after that: Jordan Spieth, Collin Morikawa, Max Homa, Will Zalatoris, Billy Horschel, and Cameron Young. Who will get the call?

Homa won the Wells Fargo Championship at Quail Hollow and is having a nice year. Young, while playing with Love at the recent Rocket Mortgage Classic, tied the course record with a 63. Love has spoken admiringly of the sound the ball makes coming off Zalatoris’ clubs.

Meanwhile, Kevin Kisner (15th), Keegan Bradley (18th), and Maverick McNealy (19th) are among those outside the top 12 who have great match-play pedigrees and could make a late run.

The International Team’s eight automatic qualifiers also will be determined after the BMW, with four Captain’s Picks coming Aug. 29. The top eight in the current standings, which are based on the Official World Golf Ranking, are Cameron Smith, Hideki Matsuyama, Sungjae Im , Joaquin Niemann, Joohyung Kim, Corey Conners, Mito Pereira and Adam Scott.

That leaves players like two-time AT&T Byron Nelson champ KH Lee; former Presidents Cup participants Adam Hadwin, Marc Leishman, Anirban Lahiri and Si Woo Kim; and former TOUR winners Sebastian Munoz, Mackenzie Hughes and Lucas Herbert jockeying for the four picks.

5. BUBBLE BOYS

In addition to the fight for the FedEx St. Jude Championship trophy we’ll see a battle to get into (or remain) in the top 70 of the FedExCup standings to qualify for next week’s BMW Championship.

Those on the bubble include …

No. 67 John Huh, the onetime PGA TOUR Rookie of the Year who finished T2 at the Wyndham Championship last week, his best finish in a decade.

No. 70 Trey Mullinax, who captured his first TOUR title at the Barbasol Championship earlier this summer and was striping it in a practice round with Rickie Fowler and Justin Thomas, his former Alabama teammate, on Tuesday.

No. 71 Brandon Wu, a rookie who finished T8 at the Wyndham Championship in addition to two top-3 finishes this season.

No. 75 Chad Ramey, who captured his first TOUR title this season at the Corales Puntacana Championship.

Rep. Ilhan Omar survives close primary after campaign focused on policing

Rep. Ilhan Omar (D-Minn.) narrowly defeated a primary challenger on Tuesday, topping former Minneapolis city councilman Don Samuels by a single-digit margin after a campaign focused on crime and Omar’s effectiveness in Congress.

“Tonight’s victory is a testament to how much our district believes in the collective values ​​we are fighting for, and how much they’re willing to do to help us overcome defeat,” Omar said in a statement after Samuels, 73, conceded defeat.

With all but a few precincts reporting, Omar led Samuels by fewer than 3,000 votes out of more than 110,000 cast in Minnesota’s 5th Congressional District.

It was the narrowest win yet by an incumbent member of the “Squad,” the name adopted by six left-wing Democrats who defeated more moderate opponents in 2018 and 2020. The margin was also a surprise to supporters of Omar, who had prevailed in the face of millions of dollars in spending against her two years ago.

Omar’s close call came after her critics in the party mobilized against her, arguing that Samuels, who had campaigned against a 2021 ballot measure that would have disbanded and replaced the Minneapolis Police Department, would better represent the heavily Democratic district. That ballot measure sprung out of the police reform movement that grew after the May 2020 murder of George Floyd by Minneapolis police officer Derek Chauvin — a movement that has been blamed by some Democrats for alienating suburban voters.

“We need partners across levels of government who prioritize teamwork, collaboration, and a seriousness of approach to match the seriousness of the issues we face,” Minneapolis Mayor Jacob Frey said in a statement last week, announcing his support for Samuels.

Omar’s campaign had initially dismissed the threat from Samuels, a longtime Democratic activist who left the council in 2018 and lost a race for more than nine years ago. He entered the race in March, after no other challenger emerged. Omar had won an expensive primary in 2020, when pro-Israel groups and donors poured in resources for her opponent — a result that kept some groups that had opposed her, like the pro-Israel group AIPAC, on the sidelines this year.

In an interview shortly after he announced his campaign, Samuels told The Washington Post that Omar had been wrong to support the 2021 ballot measure, and that she had made trouble for Democratic leadership without noting her own accomplishments.

“She’s making points, gaining notoriety, and we are left unrepresented and unaccounted for,” Samuels said at the time.

The 2021 defeat of the ballot measure was a major setback for Omar and the Democratic Party’s left wing in Minneapolis, just a year after Floyd’s murder inspired a political uprising, including riots that torched the Minneapolis Police Department’s 3rd Precinct.

Several members of the Minneapolis City Council who had voted to disband the police department lost reelection that year, while Frey won reelection over a policing “abolitionist” supported by Omar. The ballot measure to disband the police department failed by 12 points, in a city that had voted for Joe Biden in 2020 by a 75-point landslide.

“The Black Lives Matter movement didn’t really take off in Minneapolis,” Samuels told The Post. “It was a couple other groups that benefited from the drama around the George Floyd crisis.”

Omar declined to debate Samuels during the campaign and spent less on this primary than she did to win in 2020. Her campaign opted not to run TV ads, while a pro-Samuels PAC went on the air in the final week. Omar outspent Samuels overall, $2.1 million to Samuels’s roughly $800,000. But the Make A Difference MN05 PAC, founded just two weeks before the primary, spent more than $600,000 against Omar.

In an interview Tuesday at an affordable housing apartment complex in the Minneapolis suburb of Richfield before polls closed, Omar said she wasn’t surprised at the challenge from Samuels.

“I think that when you push power, power pushes back,” she said. “We’ve never been afraid to challenge the status quo. And when people feel threatened by the kind of progress that’s being made, they’ll do anything to take it back.”

At a voting location at the nearby House of Prayer Lutheran Church, 59-year old Dawn Welter, a coffee shop worker, said abortion rights were the main issue bringing her to the primary. She was one of the only people walking out of the polls around 10 am

“I’ve always been a liberal, but it just reinforces the importance of getting out in the primaries,” she said. “Ilhan is very smart. Ella she is for everybody. I feel like she speaks her mind about her, and she backs up what she says.

Turnout was tracking lower this year than it had in 2020, another factor that liberals saw as a problem for Omar. While she had avoided the kind of multimillion-dollar ad campaigns that brought down other Israel critics in Democratic primaries this year, Omar’s supporters called the win a triumph for grass-roots politics.

“Congresswoman Ilhan Omar has faced some of the ugliest attacks of any elected official and had hundreds of thousands of dollars spent against her,” Sen. Bernie Sanders (I-Vt.) said in a statement.

Local Democrats who opposed Omar said that they’d done so because they felt the incumbent had gotten away from the needs of the district.

“I endorsed Samuels because he listened to what my constituents wanted, which is a closer relationship with our member of Congress,” said Jake Spano, the mayor of St. Louis Park. “I hope Congresswoman Omar hears that request and is willing to work with me on it.”

While breakfast TV and news bulletins went all out in coverage yesterday there was also room for nostalgia with Nine’s replay of grease (1978) drawing 442,000 meter viewers and winning its timeslot, outranking Seven’s miniseries Olivia Newton-John: Hopelessly Devoted to You (221,000).

A Los Angeles City Council meeting on Tuesday, when members voted to expand on a bill that prevents homeless people from forming encampments near schools, was disrupted by a group of protesters who broke through a security barricade and threatened the lawmakers.

A recess was called just before the council voted 11-3 to extend an existing ban on homeless encampments within 500 feet of schools and day care centers in Los Angeles, as protesters who claimed the initiative would further isolate and negatively impact the homeless community disrupted the City Council meeting. Los Angeles City Councilman Paul Krekorian, who represents the Second District, described the protest as an “attack” that included verbal threats against the lawmakers.

Tuesday’s vote expanded on a provision that cleared the chamber last week, also by an 11-3 vote, that initially barred homeless encampments to schools and day care centers specifically identified by the council. Protesters similarly interrupted last week’s city council meeting on Aug. 2.

“There can never be any excuse or rationalization for this kind of anarchic lawlessness,” Krekorian added. “The people of our nation cannot tolerate raging extremists entering public buildings and threatening public officials with the attempt to shut down the government, no matter what their viewpoints may be.”
